Greek State Approves Landmark Rezoning of Former Piraeus Industrial District, Unlocking Residential Development for DKG Development’s  Piraeus Gate

Government Gazette publication reclassifies an abandoned industrial zone in Piraeus as “General Residential,” clearing a critical regulatory path for the Urban Oasis Piraeus development and the wider Piraeus Gate urban regeneration masterplan.

Athens, 4 August 2026 — DKG Development Group announced today that the Greek Ministry of Environment and Energy has formally approved a point modification (σημειακή τροποποίηση) of the General Urban Plan (Γ.Π.Σ.) of the Municipality of Piraeus, reclassifying a cluster of blocks in the city’s historic neighborhood from light-industrial use to General Residential use. The decision — No. ΥΠΕΝ/ΔΝΕΠ/67285/2449, signed on 3 August 2026 by Minister of Environment and Energy Stavros N. Papastavrou and Deputy Minister Maria Eleni Soukouli-Vilialli — was published in the Government Gazette (ΦΕΚ Δ’ 640/04.08.2026).

The rezoning covers building blocks (Ο.Τ.) 172, 173, 176 and 177 of Sector 26, and blocks 249, 250, 255 and 256 of Sector 27, in Piraeus’ B’ Municipal Community — an area that lies within the city’s designated traditional center. Land previously restricted to “Light Industrial Park and non-particularly-disturbing light industrial installations” may now be developed for residential use under Article 286 of Greece’s new Spatial and Urban Planning Code, “Nikolaos Tagaras” (Law 5306/2026).

DKG Development Group acted as the requesting and expediting party behind the application, working alongside the Municipality of Piraeus as project owner and with planning consultants Grozopoulos & Associates. The approval follows a multi-year coordination process involving the Ministry of Culture — given the site’s location within a declared archaeological zone and its heritage-listed structures — the Ministry of Environment and Energy’s environmental screening process, the Piraeus Municipal Council, and the Central Council for Urban Planning Matters and Disputes.

Direct Impact on Piraeus Gate and Urban Oasis Piraeus

The reclassified area includes block 255-256, site of the former AZEL S.A. industrial complex on Omiridou Skylitsi, Grigoriou Lambraki, Deligiorgi and Athanasiou Diakou streets — the location of DKG’s flagship Urban Oasis Piraeus residential development. Urban Oasis is planned to deliver 387 apartments across five new residential buildings (N1–N5) alongside two preserved heritage buildings (K1–K2), following the “La Ronde” circular masterplan concept designed by ASPAKST architects. The site’s three landmark heritage buildings and industrial chimney remain protected as listed monuments under a 2024 Ministry of Culture decision.

The new zoning framework permits residential use alongside a carefully calibrated range of complementary activities — including education, primary healthcare, local retail and services (each capped at 1,500 sq.m.), offices and research centres, culture and small-scale sports facilities, and tourist accommodation up to 150 beds — while explicitly prohibiting short-term (Airbnb-style) rental units to protect the area’s residential character. The existing building coefficient of 3.60 for Sector III of Piraeus is preserved, and legally existing industrial uses inconsistent with the new residential designation may continue to operate, be modernised, maintained and repaired, subject to environmental permitting.

For DKG Development, the decision removes one of the principal planning uncertainties that has shaped the Piraeus Gate masterplan — the group’s approximately 105,000 sq.m. urban regeneration programme targeting LEED for Neighborhood Development certification — and provides the zoning clarity needed to advance residential delivery on former industrial land in one of central Piraeus’ most strategically located districts.
